Transition Plan 5.0

Renewable Energy Communities

On 23 January 2024, decree no. 414 dated 07.12.2023 was published on the MASE website, encouraging the creation and development of Renewable Energy Communities (CER) and widespread self-consumption in Italy. Within one month, operational rules will be approved to regulate the methods and timelines for recognising incentives. Within 45 days of the approval of these rules, the GSE will activate the portals for submitting applications.

Decree No. 414/2023 identifies two methods for promoting the development of CERs:

  • A non-repayable grant covering up to 40% of eligible costs, financed by the PNRR, available to communities whose systems are installed in municipalities with fewer than 5,000 residents (supporting up to 2 GW).
  • An incentive tariff for renewable energy produced and shared across the entire national territory.

Fund for Supporting Industrial Transition

What is it about?


The Fund for Supporting Industrial Transition aims to
promote the adaptation of the Italian production system to EU policies on combating climate change.

  • Who is it for?

    The incentives are granted to companies of any size operating across the entire national territory, which at the time of application submission must:

    • Be duly established, registered, and "active" in the business register.
    • Primarily operate in the extractive and manufacturing sectors listed under sections B and C of the ATECO 2007 economic activity classification.
    • Be in full and unrestricted exercise of their rights, not in voluntary liquidation, and not subject to insolvency proceedings.
  • What does it finance?

    Investment programmes must pursue at least one of the following objectives:

    • Achieving greater energy efficiency in business operations in compliance with the limits and conditions set by Article 38 of the GBER, or a fundamental change in the production process targeted by the intervention, in line with the limits and conditions stipulated by Articles 14 and 17 of the GBER Regulation. The eligibility of ancillary expenses is also allowed, up to a limit of 40%, for the installation of self-produced energy systems from Renewable Sources, hydrogen systems, and high-efficiency cogeneration plants, as per Article 41 of the GBER Regulation.
    • Efficient resource usage, including reducing resource consumption through reuse, recycling, or recovery of raw materials and/or the use of recycled raw materials, in compliance with the limits and conditions set by Article 47 of the GBER, or a fundamental change in the production process subject to intervention, in accordance with the limits and conditions specified by Articles 14 and 17 of the GBER Regulation.
